We screen all the merchants that enter the port, but who would admit they're a smuggler? I think someone from the outside could check them discreetly. If you ask them questions, they'll get suspicious, so just go look at their ships and come back. You don't have to check all of them. Some people want rare fur coats. Some people want rare pets. Some people want to decorate their gardens with rare plants. But it can't be the only place where animals and plants are smuggled in. There have to be long-term solutions to prevent the systematical and customary trafficking of endangered species. But realistically, it's not feasible to prohibit their trading worldwide.
