The quests with such icon are global timed events. You just have to attend it at certain time to participate. Usually the icon of such quests is visible on the zone's map. You can hover over it to see, how much time is left until event starts.

I don't see any timer on the island for this event, can't find much info online either.

Just hover your mouse cursor over the quest's icon on the map to see the remaining time until the start of the quest. I've attached a screenshot as reference.

But when does this quest trigger? Is it every day? Is it at a certain time? I have never seen it pop up.

Usually they're available every day at certain time. Note, that the quest mark is visible on the map only if you're located in the same zone.

So in order to get that quest you need to do Una's tasks on that island at first.

Don't forget to /dance every 10 seconds, or your action will count as one, not as multiple

At least in EU West server, this mission begins at xx:55 and xx:25, AFTER someone triggers the DJ remote upstairs.
