Of all the criminals on Runaways Island, the following take higher priorities.
1. Those who caused serious property damage to others
2. Those who violated others' basic Human rights and deprived them of their right to self-determination
3. Those who impersonated others and disrupted social order
Those who committed the aforementioned crimes will be relentlessly pursued until they're brought to justice.

Criminal Punishment Standards
Wanted criminals are punished based on the following standards.
1. The severity of their crime and the level of their involvement determine the severity of their punishment.
2. Repeat offenders are subject to additional punishment.
3. Prison break is subject to additional punishment.

Found the lockpicker and prisoner on the rooftoops in the top-left side of the map. Apparently they have multiple spawn points.

Found the lockpicker on the roofs and the Noble Impersonator on the ground on the east of the island.

All three are spread across the island , including rooftops. It appears if the NPC is found, yet you lose line of sight, the NPC will move to a new location. It's just a classic hide and seek.

Bei dieser Quest geht ihr auf die Insel der Ausreißer im Nord-Östlichen Teil der Karte nutzt gern unter M Karte die such Funktion, ok zur Quest: Ihr seit nun angekommen und seht nichts auf der Karte was diese Quest betrifft, richtig den ihr lauft jetzt herum auch auf den Dächern und sucht NPC´s mit einer Sprechblase über sich (Achtung verliere diesen nicht aus dem Auge weil sobald du weg schaust versteckt er sich neu also wenn ihr den NPC findet gleich ansprechen. Das war es auch schon viel Spaß beim suchen.

Die schnellsten Spots für mich zum finden der 3 waren die siehe Screenshot Nr. 2.
An Spot 1 hat man 2 Spawnpunkte im Blick und am Spot 2 kommt immer der Adlige und man kann direkt abgeben tongue.gif
Einfach hinstellen und kurz warten - dann erscheinen die auch recht schnell.
