Seems to be the end of the quest chain (can anyone confirm/deny?). The sand vortex takes you to another random sand vortex in the Riza Falls area.

If you enter vortexes enough times, it brings you to a hidden area with one of those "view" telescopes for area achievement, couldn't find anything else.
