If some marker on the map is located outside of the level bounds (on the white background), it usually means that's there is some hidden route to it.
If some obstacle is blocking your way to the marker, try to kill some mobs in that area. This could remove the obstacle or open another way to the marker.

For the PANORAMA on the middle of the map :
- Finish the Artheline main quest (I guess, but I did all of them before I got there)
- See that new quest are available, on this map, someone ask you to look for the "sand hole"
Obviously, you do the quest, and can see the hole bring you randomly on the map where there is another hole.
Just spam it, and get lucky to be on the middle of the map
