Prerequisite for quests: Objective: Empyrean Plaza - Talk to Luterra's Envoy - Talk to NPC Thirain Queen's Chamber - Deliver to Azena - Talk to NPC Azena A Gift from Arthetine - Pick up the Hoverboard - Interact with object OBJECT #717001 - Show the Hoverboard to Azena - Talk to NPC Azena - Talk to Arthetine's Envoy - Talk to NPC Bastian - Behave properly with to satisfy Bastian - Speak with Bastian - Talk to NPC Bastian - Return to Azena - Talk to NPC Inanna - Hold the Hoverboard - Interact with object OBJECT #717004 - Decorate the Hoverboard - Interact with object OBJECT #717005 Start NPC: Azena Description: Envoys from all continents have flocked to the open doors of Rohendel. Azena asked me to meet the envoys in her stead. If the NPC is missing or unavailable for conversation, proceed with the quest until they return. If the target NPC of the Rapport Quest is missing, please check the current progress of the quest. Rewards  2025

I'm unable to accept this quest and I don't have it accepted on another char. Anyone else running into this issue?

Try to finish any ongoing rapport quests with other NPCs if you have them in progress.
