Note: The yellow quests needed to open this up are per character, so you'll need to finish on a single character to get access this quest, and after clearing Tower of Thanks you'll be able to use Elzowins Blessed Letter. Use your journal and check the Rohendel section under Completed to work out what you're missing if this quest hasn't shown up for you.
