To consume this food you need to have crafted the previous ingredient "Kandarian Cold Lager".
After using the beer go back to the cook and restore your empty glass.
Use it and restore again till you have 3 beer buff.
Once you have those 3 buffs you can click on the "Bellion Wings" and add it to your adventure tome.
