How to get this:
1. Be on the Fermata Maindeck near the Gambling Vendor, slightly down the Stairs (see Screenshot)
2. The Event Shows up at xxh 08m 30s and starts at xxh 09m 55s BUT ONLY IF AT LEAST 2 PEOPLE ARE STANDING IN THE SPOT!!!
3. Win 30 times
EDIT:
Time (2.) is NOT fixed, today at server reset time changed to around 30m and might be different for every server, so you have to figure out yourself when the event starts on your server.
Just stand there for an hour and look at the chat log when the event failed/started

In Europe on server Ratik it starts around 40mins in every hour ( 09:40,10:40,11:40)
You need at least 2 people to start the quest. 1 of those must reach 100% ( 1000 points ).
20 minutes time for that.
If no team reaches 100% at the end, the quest count as failed and you dont recive Archivments.

How to:
1- Look to
(Fermata), the green spot is where you can stay to start the event. The yellow spots are a possible route that you can loop to get your points to progress the event;
2- You need at least another friend to be able to start the event;
3- Event is every hour, i do believe the start time can change depending on when the server gets up after the weekly maintenance;
4- Its needed a minimum amount of 50% to be able to complete the event. It works 50% vs 0% (meaning your friend can stay 100% afk);
Extras:
1- After starting the event with your friend he is free to leave the game (literally alt+f4), its only needed 2 players to start the event, to finish you can be the only one there.
