Required quests:  Objective: Complete one of two missions - Deliver unchecked cargo to customs - Reveal smuggled goods in the cargo dock (0/3) Contents: We are seriously concerned about the reputation of Fort Royal in the international arena after the recent Anshui smuggling scandal. We responsibly declare that we make every effort to eradicate illegal trade and create favorable conditions for honest businessmen. The last governor’s decree has formed a special customs inspectorate inspecting all cargo ships calling at the port. Volunteers wishing to enlist are invited to Fort Royal. To unlock the Una's Task Moronto Agent, you have to do the 3 side quests in Wavestrand Port, which then unlocks the side quest Running the Port (also in that area). Once you complete this, it will unlock the task for your character.
