I haven't done it yet so not certain but I believe this is to do with the [Map Exchange] NPC you can find in main cities.

You can "upgrade" a rare to epic/legendary or epic to legendary but you cant trade legendarys

You have to give the [Map Exchange] vendor a Legendary map and then use a second map (I recommend a Rare) as the fodder to attempt a rank-up. The "Rank Up Rate" will always be 0% since we currently can't go above Legendary on maps. You will get back your Legendary map and get progress for both this achievement and the "Legendary Mapping" achievement.
