I tried and bought the food the wandering merchants sell at like 1 second from him leaving. Didn't get no achievement for it.

I'm guessing "restock timer" refers to the first couple cooking items they have that you can buy, not the "wandering merchant leaving" timer

The problem is that the "restock timer" for the items is always :00, which is 5 minutes after the wandering merchant disappears.

So it's basically impossible to get this achievement if it means that.
