I found it! Its in West Luterra - Battlebound Plains.
Here's link where to stand, maybe you need to move around a little - the sonar acutally doesn't turn blue but it senses far enough to hit all 3

If there is a relic or two missing, you need to go out NW and NE from this spot and gather some relics to make the new ones spawn back here on the left.

I've uploaded a new screenshot showing where to stand (also linked below) for a second spot that works and where the relic location spawns are for this to make it much easier to find as there are some other spawns that are nearby but will not work, they will be just out of range (it's on the same map as the first one but incase you can't force the spawn for the original one shared you can use this as a backup).
