If it is in the list, but you can select it, check if you have enough resources to perform this research.
If you do, it could be a bug. Try to contact Amazon support about it.

EDIT: I've figured it out. You have to obtain and use the Crafting Recipe: Trade Skill Tool Restoration Kit item to unlock it.
