After receiving this as a quest reward, I thought it was just a grey junk item. I was holding it in my storage and decided to pull it out and right click it out of curiosity. To my surprise, there was a green consume bloom and it disappeared lol. It gave me a Weapon Power +10 buff and it appears to last 20-30 minutes. Not sure on the duration, because I logged out before figuring out what it did and logged back in to see if there was a beer buzz or something in my buff bar.
