I think this title is bugged unless it's a specific Adventurer's Tome or a specific amount of them I have 3 at 70% or more atm and Rethramis at 100% and I don't have this title.

You can check the description of the achievement on the Reward for achievement tab. You have to reach 70% completion rate in total of 7 adventure tomes.
