To start the quest you have to talk to an NPC named 'Bard Shannon' near the blue Triport in Luterra Castle. She should be glowing to indicate she has a hidden quest, just go up to her and interact with her.

You need to interact with "Bard Shannon", even if there are no quests displayed but the quest is hidden so just interact with her
