Edit: Got the info from another player, posting it here how to get it.
In the screenshot section there are 2 prints. The first print is the map with 6 locations, 5 marked with yellow and 1 with green.
- You go to the green location and grab a buff with a group of birds.
- With the buff in hands, hover it and see where it tells you to go. In my case it told me to go to "Sarni living district". (Screenshot 2)
- After arriving to the place, go to the yellow marker, those locations have a bird pole. When you have the buff there will be a lucky illusory bird sitting there.
- Interact with him to get the achv.

Since I couldn't find the screenshots you mentioned:
- You get the buff at the Nelcheche Business District (the small group of birds)
- Read the description of the buff
- With the buff look for around the area of the description for the "Lucky Illusory Bird" NPC
In my case it was around the "Community Day Care Center" and the Lucky Illusory Bird was directly below the General Merchant Tenda
