Those who come in 1st, 2nd, and 3rd are rewarded with Tookalibur. They also give away shiny clam shells to participants even if they didn't win anything, so interested Tookies are encouraged to try their luck in the competition.

It says it happens every hour. It started at the hour for me as well. 6:00 pm PST on a NA West Coast

Happens every hour as it says, there isnt a mark which says when exactly but it happens. Very easy to get Tookicalibur cause noone is on the island, so you can skip Tooki Island as soon as you got the island soul. Need 2 Tookicaliburs in total. One for the main quest chain and one for the secret quest. ^^
