If the NPC is missing or unavailable for conversation, proceed with the quest until they return. If the target NPC of the Rapport Quest is missing, please check the current progress of the quest. Be careful with starting this quest or else you'll waste a Bifrost use like I did. After you get the quest, make sure you use Song of Escape before you warp anywhere closer to Argon, so that you're out on the Sea of Procyon. Because it requires you to be on Procyon to count as doing the first quest step... even though the next step is just going to Gienah anyway.
