You need to protect every elemental in order to be able to interact with it. That includes the 2 water one that spawn by stalling on Gherdia (the same you have to spawn for the hidden Mokoko)

The Water Elementals have been updated to spawn immediately. There is no need to stall Gherdia anymore.
