Of course not for thanks. Visit one of the settlements and learn how to earn the trust of the locals. Once you have paid the mooring fee, the fishing village will be available within twenty minutes. What do you do in this quest, it says for me to invest resources but how? Also what is Pleccia? Google says nothing

Sorry, if the registration was troublesome for you.
As for the quest, all you have to do is to find a port there and pay to unlock it to be able to repair your ship in it.

Hier im deutschen Guide gut erklärt. Man muss wohl 'ne Weile warten, zwischen den einzelnen Questzielen, um das Leben an der Anlegestelle in Lost Ark zu beenden.

This particular Marina (and all other Marinas on the map) shows up as a "pyramid" or "tee-pee" shape that is greyish in color. The marina is located on the northern part of the land mass/city state called Pleccia, situated east of North Vern on the map.
