During 2nd and 3rd phase he spawns red orbs around him (you can also see them as red dots on the minimap). When destroyed, these orbs turn blue and apply 1 "Burn" debuff stack. At x3 Burn Stacks, it converts into "Inferno".
He spawns a lot of them so you can get 25-30 Inferno debuffs per fight.
I suggest doing it in Phase 3 so you can also progress What Color Rune Today?.
