Quest appears in "Rothun", but apparently cannot be picked up until completing a few more quests in the next few areas of "Glass Lotus Lake" and "Breezesome Brae". If the quest isn't available for you, just keep questing the next few areas, one of the quests will have you return to "Rothun", and then it should be available! Happy questing! =)
