You have to leave the Island an enter the tower in any major city.
After defeating level 24, return to shadow island to hand in the quest.
Level 15 tip: kill the archers without attacking the sentry bot in the middle.
Level 24 tip: you can't harm the angel, just ignore him an kill all other mobs he spawns.
