Description of the problem:
The quest need to be done 21 times and not 14, i had done this quest 14 times and 15 times too, no quest for this one, you need to count level 1 and level 2 of the reputation = 21

Technically you're correct. However, the names and ids of the quests from level 1 and level 2 are different and the client lists only the last one in chain as a requirement, which is required to be completed 14 times.
This quest also shows the level 1 quest a s requirement on it's page. So this is not an error.
