BUG [Guide] Guardian Raid Qualifications Certificate

Ive already done the "Afterimages of the rift" quest but Guardian Raid Manager SEIFELTZ does not give me the document to sign in order to complete the quest "[Guide] Guardian Raid Qualifications Certificate". I dont know what its happening but i can not enter the BULLETIN BOARD to get into the GUARDIAN RAID!! Im able to enter into the Chaos Dungeons board but it doesnt let me get into the Guardian Raid board. Please i need a solution about whats going on to fix this so i can explore and enjoy all the content of the game.

I've checked this quest's data and looks like it has a hidden condition. You character has to be at Lv.50+ to accept this quest. Did you reached the required level?
