API or downloadable data snapshot

Is there an API available for the database to interact with it or a snapshot of data to be downloaded. My main interest lies in class skills. I would like to download data to local PC.

Also is the data populated manually or automatically based on game client?
Is this based on Russian or Korean version? Are they the same? Or is the data based on something else?

Sorry, but there is no public API and I don't planning making one.
The data is extracted from the client of the game, each language uses the corresponding game client.

Thanks for your answer, it's a pity, unfortunately there's nothing you can do about it, it would have been nice if you could have accessed the data in some way.
