Technically, you're right. But internally, the game assigns Starsand Beach zone to this quest.

It's not empty. It shows relevant info.
The game uses different IDs for the NPCs in several cases. For example, this one could be not a world boss Caspiel, but his clone with different stats, which appears in some dungeon, event, trial and so on.
